EU Keeps Talks Open Despite Iran Guard Terror Listing

(MENAFN) The European Union plans to maintain diplomatic engagement with Iran even after formally designating the country’s Islamic Revolutionary Guard Corps as a terrorist organization, EU foreign policy chief Kaja Kallas said Thursday.

Confirming that new sanctions will accompany the designation and that ministers intend to approve the listing at a Foreign Affairs Council meeting in Brussels, Kallas emphasized, “The estimate is that still the diplomatic channels will remain open even after the listing of the Revolutionary Guards.”

In addition to Iran, the meeting is expected to cover recent developments in the Russia–Ukraine conflict and discussions related to Greenland.

Addressing broader EU defense coordination, Kallas remarked, “Every European country has an army, and 23 countries' armies are also part of NATO structures. So I can't imagine that countries will create a separate European army.” She added that a clear chain of command is essential in military operations, warning that “if we create parallel structures, then it's just going to blur the picture.”

French Foreign Minister Jean-Noel Barrot, speaking ahead of the meeting, stressed that the EU must be able to deploy all necessary tools to protect its vital interests—such as territorial integrity, electoral processes, and decision-making autonomy—citing recent developments involving Greenland. “This is in no way escalatory. It is a way, through clarity, firmness, and unity, to deter any new threat to its essential interests,” he said.
